18 January 2010: If it were merely a matter of flawed scholarship, it could be dismissed with some impolite words. But the latest US Council on Foreign Relations (CFR) study on "Terrorism and Indo-Pak Escalation" betrays a dangerous and escapist American mindset, which is that Pakistani terrorists mostly without state support are attacking India, and the unstated conclusion is that an Indo-Pakistan dialogue on Jammu and Kashmir would settle the violence and minimize the threat of war, possibly even a nuclear confrontation, between the two neighbouring countries. The reality is quite opposite this thinking.
