15 March 2010: The successful signing of the nuclear deal with Russia during Vladmir Putin's visit and the government's withdrawal of the nuclear liability bill from Parliament today send important messages to prime minister Manmohan Singh and the Congress party if they will heed them. This is that as quickly as the country will accept a foreign-policy measure that obviously advances India's interests, it will also resist one that compromises it. The good side of this is that foreign policy-making has entered into national discourse as never before. The seamier part is that the government and civil society may not be on the same page, to use a corporate idiom, on foreign-policy matters that intimately affect India's interests.
