25 August 2008: The growing number of deaths by police firing in Kashmir is unacceptable. As this is written, three more have died. The exact circumstances in which the security forces resorted to firing should be available, or available before long, to the authorities in Delhi and Kashmir. Instead of treating the firing details as routine and to be filed away, each case must be investigated if extreme action was justified. The army does this regularly as part of disciplining procedure. A soldier is not expected to lose his head. Are the security forces, especially the CRPF, trained to such high levels of discipline, or are its jawans panicking?
